Your idea works, soak your lemon balm into a carrier oil, then add your other essential oils to it. That's a great use of what you've got growing.
The soaked oil and the bottled essential oil aren't exactly the same, the soak carries the gentler plant compounds, whereas the bottled oil is the concentrated scent. So for a blend you mainly smell, the bottled oil brings more aroma, but your soaked oil still pulls real weight as the base.
And with that much lemon balm on hand, the soaked oil plus teas and tinctures is honestly where it does the most good. I’m so jelly, I only have one potted lemon balm so far.
